Pegangsaan Dua is an area in Northeast Jakarta that surrounds a depot and the current terminus station of the newly completed Phase 1 Jakarta LRT network. Planned extensions to the LRT to create a city loop line will significantly improve the region’s accessibility, underpinning opportunities for transit orientated development.

Jakarta Propertindo (JakPro), which manages the line, invited Buro Happold to investigate the potential to develop above the depot building itself, as well as regenerate the surrounding brownfield sites. A key aspiration for this project was the creation of a new residential neighbourhood for around 40,000 people, and with it access to affordable housing.

Challenge

JakPro wanted to identify how to improve the functionality, usability and commercial potential of the terminus station. Our team was tasked with developing a strategy to transform the depot building and regenerate the surrounding industrial land so it could support and sustain a vibrant new community.

Solution

In partnership with Jakarta Konsultindo, Buro Happold has undertaken extensive work to map Jakarta’s city growth, understand regeneration challenges and support a range of strategic projects throughout the city. As part of this wider consultation, we have built an integrated urban model of Jakarta that allows us to examine options and test future scenarios.

We used this urban model to assess how Pegangsaan Dua’s accessibility could be improved in the future, as well as benchmarking it against other locations and development projects in Jakarta. The model also enabled us to develop a street grid that maximises pedestrian accessibility and land use around natural movement patterns – a concept that challenged previous thinking and established a practical strategy to unlock the potential of this challenging site. This grid then formed the starting point which translated into more detailed urban design guidelines.

Value

Buro Happold brought an integrated perspective to the Pegangsaan Dua project. Bringing together planning, design, economics and project delivery, we were able to unlock the land value of the area and create a new neighbourhood complete with high-quality community facilities, plentiful open space and distinctive medium-density housing.


As well as leveraging public benefit from the new LRT line and offsetting its construction and operational costs, Pegangsaan Dua highlights the vital role transit orientated development plays in regeneration. It demonstrates how strategic planning and thoughtful investment in transport infrastructure and public spaces can challenge preconceived notions and transform an area.
