Our experience

City scale facilities services delivery model

As the Middle East undergoes a period of rapid development, with economies seeking to diversify from traditional income streams, a programme of city scale development projects (many of which push the boundaries of traditional development approaches) is envisioned. Within this programme, we supported the design of a delivery model for facilities services for a complex project. This project blurs the boundaries between a building and a city, so there was a need to reexamine how facilities services will be provided, and how this could scale in a manner which keeps pace with the unprecedented magnitude and pace of the development.

We helped our client establish the current state of the market and the impact of future trends, providing an understanding of the operating environment that enabled us to collaboratively design an optimal service delivery model. We then worked with them to understand how this model would be implemented and aligned with the development programme, breaking down what is likely to be the biggest facilities management package in the world into manageable sections. We continue to support them in taking this to market, providing independent expert input to the partner selection process.

Technical and commercial assessment for leading

Our client, a leading green energy firm, was seeking to enter the growing UK district heating market. The move was underpinned by the strategic decision to take advantage of the UK’s changing regulatory regime and ambitions to reach net zero emissions by 2050.

The key challenge of the UK district heating is that it is a fragmented market with many small to medium schemes (~ 2,000 district heat networks, 12,000 communal heat networks, and 2,300 heat network suppliers). Our client wanted a robust market expansion and consolidation strategy.

We have an intimate techno-commercial knowledge of the UK heating market and supported our client in conducting in-depth market and competitive analysis. This was to develop the strategy supported by a business plan and initial acquisition target. The work included conducting a levelised cost of energy (LCOE) assessment of various heat network technologies, a portfolio assessment to drive synergies and a 10-year business and investment plan. We also conducted high-level due diligence on potential targets to start developing the deal pipeline for the client.

Delivering facilities services to transformational assets

Our strategy and operating model advisers worked with a multi-billion-dollar mixed-use asset developer to identify the delivery model for facilities and asset management services. This required a strategy for building delivery capacity in an immature and relatively remote market, including identifying and engaging delivery partners in a bespoke delivery model.

Commercialisation of multi-sector public asset holdings

Buro Happold’s advisory team worked with the national audit function of a Middle Eastern government to identify optimisation opportunities across a 5000+ portfolio of storage facilities owned by multiple entities. The project culminated in the design of target operating models for sub-portfolios of complementary assets, offering tailored routes to performance improvement and unlocking future development opportunities.
