Julien Trouve

Julien is Country Director for Saudi Arabia and Buro Happold’s Private sector engagement and Public Private Partnership (PPP) expert in the Middle East.

He is a specialist in designing, structuring and negotiating complex capital contracts with integrated service solutions, including financial and legal aspects of PPPs, PFls and ESCOs. Through the Municipal Development Company Unit of MoMRA, he developed organisational and funding structures for joint-venture between municipal development companies and future private partners.

Julien started his career at Bouygues group in the public works division, and he quickly shifted his focus to environmental services activities. He has managed business units in the urban and municipal infrastructures sector for 20 years across Europe, Asia Pacific & Middle East.

He later joined Citelum, a subsidiary of Veolia Environment Group and a leading worldwide operator specialising in providing urban lighting and traffic regulation management solutions for municipal government. As the Asia Pacific and Middle East Operations Director, Julien led a unit with over 200 staff.

One of his significant achievements included negotiating and operating the first public-private partnership for street lighting management in China for the municipality of Kunming with Energy Saving Performance commitments.
