RCRC Operational Framework

The Royal Commission for Riyadh City plays an integral role in the regulation and economic development of the city of Riyadh. It has helped to shape the city into a dynamic capital with a thriving society and economy built with the infrastructure for growth.

Over the years it has been responsible for developing and delivering many of the city’s most iconic projects – including Sports Boulevard, King Salman Park and the King Abdulaziz Project for Riyadh Public Transport.

Buro Happold was engaged by the RCRC “Programs & Projects Sector” team to support in assessing the current state and transforming the Sector’s capabilities of adapting to the everchanging landscape and to enhance its planning and delivery capabilities to meet Riyadh’s development needs.

The scope of our work consisted of two key streams: organisational transformation and capability building; and programme and project management support.

We deployed an integrated team of consultants, programme managers and technical experts with experience in developing strategies, operating models, processes and procedures for construction management, design management, operations and maintenance, and facilities and programme management.

The insight we were able to deliver included an assessment of the current state of the Sector detailed benchmarking exercise against other cities around the world, the setting up of the Programs & Projects Sector Strategic Direction, as well as the development of the Sector’s Target Operating Model, and the departmental process and procedures manuals.

Our team also worked to develop an implementation roadmap to help support the successful adoption of the new strategy, together with providing programme and project management support.

Our work will enable the RCRC to fully execute and deliver truly transformational projects that will continue to play a key role in the realisation of both the city’s Riyadh Vision strategy and the Kingdom’s Vision 2030.
