Incoming utility services such as water, electricity, gas, heating and telecommunications should be efficient, reliable and deliverable in a phased and cost effective manner. Sustainable water resource management measures, for example recycling of waste water for irrigation, and sustainable drainage systems should be integrated with the external landscape.
