Buro Happold worked with Chelmsford Borough Council following a commission to provide an in-depth revision of existing local and regional planning policies and a SWOT analysis of the town to gain a detailed vision of Chelmsford. The project set out to identify both physical and material constraints and opportunities in order to construct an informed town centre masterplan, complete with development briefs and design strategies. 

The inclusion of both the community and stakeholders are key to the success of this project. As such, we provided a thorough, structured and innovative statement of community involvement. We worked on this project in combination with Fluid, which provided consultation and masterplanning support.
